On August 29, 2023, the working group launch meeting of the "Machine Readable Standard Capability Level Model", the first national standard in the field of machine readable standards, was held in Beijing. Li Dongfang, a second-level researcher of the Standards Innovation Department of the State Administration for Market Regulation, attended the meeting and delivered a speech. Representatives from the China Aviation Technology Research Institute, the China Institute of Standardization, the China Electronic Technology Standardization Institute, State Grid, China Southern Power Grid, the State Pipeline Group, Huawei, More than 60 representatives from 53 units including Phoenix and Schaeffler attended the meeting. The meeting was chaired by Ding Lu, deputy director of the Standards and Testing Center of the Institute of Comprehensive Technology and Economics of Mechanical Industrial Instruments (hereinafter referred to as the Institute), the standard lead unit.

Researcher Li Dongfang pointed out that currently machine-readable standards have become the strategic focus of the digital transformation of international standards organizations such as ISO and IEC, as well as advanced regional or national standards organizations. my country is still at a certain level with many countries in the research and application of machine-readable standard technology. gap, so the establishment of this standard is a milestone in promoting the development of machine-readable standards in my country; it is hoped that the standards working group will effectively implement the "National Standardization Development Outline" on "developing machine-readable standards and open source standards, and promoting standardization work to digitalization, "Networked and intelligent transformation", deeply grasp industry needs and technological development trends, and formulate high-quality national standards.
Wang Shuo, director of the International Standardization Research Office of the Institute of Instrument and Research, introduced the concept and common technologies of machine-readable standards, as well as the latest achievements of ISO/IEC, with the title of "Domestic and International Development Trends of Machine-Readable Standards". Dr. Shang Yujia from the Institute of Standards and Testing Center introduced the ideas and framework for standard development. Subsequently, the participating experts conducted in-depth discussions on the overall positioning of the standard, the scope of standardization objects, and the dimensions of capability level indicators.
Machine-readable standards are new standards in which technical content can be parsed and used directly by machines, software or automation systems, and provided in user/application-specific, portable digital form. As the core of the digital development of standards, machine-readable standards not only effectively promote the efficiency, transparency, collaboration, and intelligence of the standardization work itself, but also play a positive role in guiding, standardizing, and guaranteeing the ability and effectiveness of digital transformation in various industries. In order to implement the relevant requirements of the "National Standardization Development Outline", the National Industrial Process Measurement Control and Automation Standardization Technical Committee (SAC/TC124) will launch the national standard project application for the "Machine Readable Standard Capability Level Model" in 2022, and it will be managed by the National Standardization The committee issued a national standards plan, number 20220904-T-604. In the subsequent standard-setting process, the SAC/TC124 Secretariat will do a good job in organizing services, unite member units to jointly promote the development of my country's machine-readable standards, and make more contributions to the digital transformation of standards.
